Assuming they can't pay up on the debts, they're taken to a location where they can withdraw money - under the threat of violence of course.
Now it may seem strange as to why anybody would fall for such a weird scam. However, it's apparently pretty convincing because multiple tourists have went to the local police already after losing thousands of dollars. Taking all of this into account, it just reinforces how important it is to stick with reputable blackjack games.
